A taxpayer issued invoice under RCM in pre-GST era and made the payment in July-17 GSTR-3B and availed the ITC. Whether Taxpayer is eligible for ITC without filing TRAN-1

No it is not allowed. They should have filed revised ST-3 for which extended time was given and then pass it on using Tran-1.
