If a company forgot to pay tax under RCM on OAIDR services, and they are ready to pay tax before issue of show cause notice, whether they can claim refund of this GST paid on OAIDR services as they have surrendered their registration and they can't claim ITC also? Any solution because company is finding it really difficult to pay tax.

No. There is no provision for any such refund.
Even if they were in business and could avail the ITC, still they do not have any of the eligible grounds for claiming the refund.
